Call to Order:
Stephen B. called the meeting to order.
 
Additions/Changes to the agenda: none
 
Financial Report:
Report was presented by Beverly.  Account balances, payables, receivables  and collection status were reviewed.  Also updated Voting Record  on one-time special assessment and annual assessment increase.  The one-time special assessment is defunct and the adjustment to the annual assessment is 92 against and 97 in favor.   Beverly Romans also announced her resignation from the Committee.   Motion to accept Financial Report made by James S. , seconded by Kirk E. .
Several property owners reviewed the requested financial documents: 2003 to current check register, receipts and financial reports.
 
The concept of a Financial Review Subcommittee was discussed after being proposed at the last annual meeting.  The Committee will hold further discussion at next meeting and determine the best method of implementation and structure.
 
Community Structure:
Stephen B. clarified the definition of RHRMC as a “non-Profit Organization”.  RHRMC is a “Not for Profit” organization.  Steve displayed a copy of our bank signature card.  Committee applied for a taxpayer ID number , and we are designated as “Other”.  This discussion was held in order to correct misinformation  printed in an article in the Valley Center Roadrunner, which had been initiated by Tim Prince.  The newspaper printed a lengthy retraction after running  the article after the Editor admitted to misinformation and  multiple errors appearing in the article.
 
It was further emphasized that the sole document by which this community operates is the Declaration of Restrictions and Road Maintenance Agreement as found at: www. Ranchoheights.com.  No other “Bylaws” or any other documents exist or apply.
 
Discussion held on Proxy voting and regular mail ballot voting.  RESOLVED: Proxy votes are to be dated from now on.   Further discussion was held regarding  whether or not the Committee can put a deadline on ballots received from property members on major issues such as change to annual assessments or our Road Agreement.
 
Discussion held on structure of County Service Area.    This structure was examined many years ago and determined to be a non-viable and far more costly option than our current structure.
 
Jim Thomas and Phil Burke volunteered to look into a way to change our Road Maintenance Agreement.
 
Jesus Ayala mentioned the sign at the gate referred improperly to an “Association”.  Phil Burke volunteered to correct it.
 
Stephen B. clarified that closed Committee meetings are for the purpose of getting detail work done and to discuss private matters involving individual property owners, i.e., overdue assessments, legal matters, etc., which are not for open discussion.  Other issues typically involve the newsletter and agenda for the next open meeting.
 
Gate Report / Construction Schedule:
James S. reported that the biggest security problem is real estate agents giving our private codes.  Instructions for proper means of access are listed for real estate agents on website.   Gate stucco finishing is being scheduled.
 
Road Repair:
Discussion held on the condition of the road at the Rancho Heights and Pala Rd. intersection.  Sides of road are in poor condition and Committee will adress the repair of such.
Kirk E. will contact Dave Beal about the trench at his spec house.
 
Town Hall Meetings:
Resolved to proceed with plans to hold a “Town Hall” style meeting. Asked for volunteers to establish ground rules.  Assigned Jonathan Geller to start project, assisted by volunteers Phil Burke and Jim Thomas.
 
Fallbrook Propane:
Phil Burke advised that Fallbrook Propane driver stated that Fallbrook Propane is looking to expand his route.  If at least six more homes start with (or switch to) Fallbrook Propane, all new AND current  customers will receive a permanent discount of 20 cents per gallon over prevailing rates….Fall brook Propane: 728-9353, ask for Merril Jr. or Sr.  Tell them that Mark Paster talked with you.
 
Sunset Peak:  Requested that Paul Reiker, with the help of other Sunset Peak property owners put together a proposal for what they would consider the best way to proceed regarding the maintenance of their current unpaved road.
 
Mailbox Issue:  Committee has determined that this is a matter between the Post Office and Property Owners, not a matter for the Committee to address.
 
Scheduled Community Agenda Items:  (none were submitted prior to meeting)
 
Public Comments:   (no property-owners requested to address the Committee)
 
Mary Williams presented evidence suggesting she had double-paid road assessment for a past year and not only didn’t  get her records researched but then was taken to court in December.  Committee promised to investigate thoroughly.
 
Jim Teague repeated his previous proposal that all spec builders pay for road damage.  Prevailing concern regarding this idea is that spec builders are owners just like everybody else, not subject to special focus.  Idea presented to form a road damage sub-committee headed by Jim Teague.  No motion was made and subject was dropped.  Side note: Assessments are historically calculated as “square footage of damage” time current repair cost per square foot.
