Policy 04 - Procedure for Running for a Seat on the Road Committee Candidacies, Voting Procedures

Any property owner whose assessments are current may run for a seat on the Committee.  Any candidate may submit a statement of candidacy before August 15th of each year for publication in the September newsletter.  Statements are to be less than 250 words.  Elections are held at the Annual Meeting in October.  All candidates must be nominated and the nomination seconded from the floor at the Annual Meeting.  A candidate can self-nominate but must have a second.  Each candidate will then be given five minutes to address the property owners.  Proxy vote forms with instructions will be mailed out in the September Newsletter and will also be available at the community website.  
 
Voting must be done at the annual meeting or by fully-executed proxy.   Results will be announced at the conclusion of the annual meeting.  The vote will be counted by two volunteer property owners during the meeting and the results announced at the conclusion of the Annual Meeting.   The two volunteer vote counters will be unaffiliated with the Committee or candidates. 
  
 
The policies of the Rancho Heights Road & Management Committee have been established  in accordance with the Declaration of Restrictions and Road Maintenance Agreement recorded at the County of San Diego Document #73-01969 section 9.
 
Policies are intended  to serve as  a framework  for the Committee’s decision-making process and shall not be construed  in any manner to restrict the decisions of the Committee in any specific circumstance. All circumstances will be evaluated on a case by case basis and  policies shall be interpreted and  applied by the Committee  per it’s  authority granted by  the Declaration of Restrictions and Road Maintenance Agreement. All decision made by the Committee are binding and final.
 
Policies and Procedures are subject to revision at the discretion of the Road committee.
