Policy #002: Trading for Credit toward Annual Assessments

Objective: To assure “the equitable sharing of expense” and financial clarity among the persons benefiting from the road system.
 
 
Policy and Procedure:
 
No property owner shall be permitted to donate work, time or materials for credit towards their annual property assessment. All property-owners shall pay their billed assessment in full without exception.  Any work, time or materials donated to the community shall be “donated exclusively”  by the good-will of the property owner and for no remuneration of any kind.  Volunteer efforts are appreciated and encouraged while no financial compensation shall be made. 
 
Should property owners wish to provide services to the community for remuneration, they must follow the normal protocol of submitting a written bid to the Committee for written approval prior to beginning any work. The Committee can then consider whether or not they wish to contract for the work and accept the bid in question. No property-owner will be credited, reimbursed or paid without prior written acceptance of their bid from the committee.
 
The Committee shall NOT be held responsible for payment of any work for which it did not issue written approval. No verbal authorizations/acceptances will be considered valid.  
 
 
The policies of the Rancho Heights Road & Management Committee have been established  in accordance with the Declaration of Restrictions and Road Maintenance Agreement recorded at the County of San Diego Document #73-01969 section 9.
 
Policies are intended  to serve as  a framework  for the Committee’s decision-making process and shall not be construed  in any manner to restrict the decisions of the Committee in any specific circumstance. All circumstances will be evaluated on a case by case basis and  policies shall be interpreted and  applied by the Committee  per it’s  authority granted by  the Declaration of Restrictions and Road Maintenance Agreement. All decision made by the Committee are binding and final.
 
Policies and Procedures are subject to revision at the discretion of the Road committee.
