Objective: To assure for the "equitable sharing of expense" ...among the persons benefiting from the road system.
 
Policy and Procedure:
  1. All Benefit Units to be reviewed during last quarter of year.
  2. First week of December: Billing package to be mailed.  Assessments are due January 1st of each year.  Billing package to include: Billing Letter, Invoice, and Financial Statement.
  3. First week of February:  Notices of "Second Billing / Overdue Account" to be mailed.
  4. Last week of March:  All accounts 90 days late will be sent to small claims court for collections. You will be responsible for legal fees per Section 11 of Road Agreement, collection costs and filing fees. Involuntary liens to be filed against delinquent properties. Liens will be removed only when all additional fees are paid. No payment plans shall be offered to or accepted from property owners.
 
Annual Fixed Assessments:
$400 per Benefit Unit calculated as follows:
1 - Benefit for each parcel
2 - Benefit Units for parcels 17+ acres to 30 acres.
3 - Benefit Units for parcels 30+ acres to 45 acres.
4 - Benefit Units for parcels 45+ acres.
 
1 - Additional Benefit Unit if property is "improved".   
 
An improvement is defined as "the placement of a temporary or permanent structure on a property and/or any alteration or addition to a property which, at the sole discretion of the Road Committee, is deemed to cause an increase in routine traffic on the roads".
 
 
The policies of the Rancho Heights Road & Management Committee have been established  in accordance with the Declaration of Restrictions and Road Maintenance Agreement recorded at the County of San Diego Document #73-01969 section 9.
 
Policies are intended  to serve as  a framework  for the Committee’s decision-making process and shall not be construed  in any manner to restrict the decisions of the Committee in any specific circumstance. All circumstances will be evaluated on a case by case basis and  policies shall be interpreted and  applied by the Committee  per it’s  authority granted by  the Declaration of Restrictions and Road Maintenance Agreement. All decision made by the Committee are binding and final.
 
Policies and Procedures are subject to revision at the discretion of the Road committee.
