Quarterly Meeting Minutes

Date: August 5, 2013

Time: 6:00 PM

Location: Temecula Pizza Company

In attendance: Jim Thomas - Secretary, Mary Anne Schetter - Treasurer, Doug Eaton – Vice Chairman; no others came.

Meeting was called to order by Doug Eaton at 6:15PM.

Minutes from May were approved as posted on the web site.

Web site responsibility has shifted from Jon Driscoll to Mary Anne Schetter and Paul Polena.  Web site software may need updated to be more user friendly and informative.  Report on this shift in web site and web site management will be given at the October Annual meeting. 

Financial Report – Mary Anne Schetter.   A copy of the financial report was provided for the period from September 1, 2012 through July 14, 2013. Operating capital is $32,725.19 and the Reserve capital is $25,318.68.  To date approximately 72% of the annual assessments have been received.

Those property owners with assessments not paid will be sent a letter notifying them of the amount in arrears and urging them to pay promptly.  Those still not paying will be listed and a small claims court action will ensue to obtain a judgment to enforce payment.  Any costs due to the small claims court action will be added to the assessment due.  

Recent brush and tree trim project.  This was a neighborhood effort to clear vegetation from encroaching on the roadway and blocking view.  Efforts were successful with only one complaint regarding removal of trimmings.

Recent road protective resurfacing of Rancho Heights and Magee was a success.  Future road work will be deferred until additional monies are received after the annual assessment for 2013/2014.  With the new monies, plus amounts already in the bank, will permit more large scale repairs than if we were to make smaller patchwork here and there.

Bylaws are to be reviewed by legal counsel to determine if we are a CID (Common Interest Development) and under Davis – Stirling guidelines or not.  Doug Eaton to pursue this issue and give a report at the annual meeting.

Taufer legal case.  Mr. Taufer’s appeal on the 2010 judgment lost and it was ruled that his property is assessable; it was further ruled that the 2000 amendment to the Road Agreement is valid.

Annual meeting. The regular meeting place, Temecula Community Center on Pujols, is being torn down and will not re-open for a year. Because of this the annual meeting of the Rancho Heights Road and Management Committee will be held on Saturday October 26th from 9:00 AM until 12:01 PM at the Mary Philips Senior Center in Old Town.

Open Seats - This year’s annual meeting will have 3 open seats for committee officers.  Voting will take place at the meeting and those with the most number of votes will become officers as soon as the votes are counted.  Those interested in serving on the committee may wish to submit a resume of qualifications to be posted on the web site for the community to review.

There was no other old or new business and Doug Eaton made a motion to adjourn, Jim Thomas seconded and the meeting adjourned at 7:15 PM.
