Rancho Heights Road Committee Meeting Minutes

Call to Order:
J. Geller . called the meeting to order at 7:00 pm.

Announcement:
The Committee discussed the existing  telephone outage in Rancho Heights  which was estimated to continue for three more days.  The incident in which  the gate telephone line had been damaged  in the previous week  and unsuccessfully repaired by someone was also discussed.   It was noted that SBC  telephone company had to be called to repair the line and make the gate operational for property owners and their guests who wished to use the call box to gain entry. 
 
Upper Pala Magee Road Property Owners
The most recent letter from “Upper Pala Magee Road Committee”, which consists of four property owners who are seeking permission to use our roads, was discussed.  The Committee resolved to turn over the matter to Attorney Robert Caietti.  
 
 
Financial Report:
Treasurer Ebmeier presented the financial report which stated that the beginning balance for the year was $61,709.43.  Total income for the year to date was $51,354. 24.  Expenses for the year to date were $67, 522.19. Ending bank balance to date is $45,541.48. 
 
Road and Gate Report:
James Szepkouski presented the road and gate report and discussed preliminary findings on repairing the first 200 feet of Rancho Heights Road up from Pala-Temecula Road.  He estimated it would cost approximately $20,000 to repair asphalt, widen the road and pour concrete curbs and gutters for the first 200 feet of road.   It was generally agreed that this work, having been previously deemed a priority, should be contracted and performed as soon as possible. 
 
James reported further minor incidents of vandalism on the gate and it’s column caps.  
 
Chip-seal oiling the steeper grades on Magee Road and Rancho Heights Road  was discussed. 
 
It was announce that the Cross Road between Rancho Heights Road and the end of the paved portion of Magee Road had been graded with a bulldozer, thus providing better escape routes in the event of a fire for residents on both Rancho Heights Road and Magee Road.
 
The issue of runoff problems on Sunset Peak was discussed with property owner Barbara Gill and Paul Rieker.  Possible solutions were suggested.  A preliminary proposal regarding dividing the work into three phases was made by James Szepkouski.  The three proposed phases are
 
1. Culvert work
2. The pouring of an “Arizona crossing”
3. Grading the road
 
Issues of drainage design, the location and depths of water and electrical lines and possible contractors to perform the work were discussed. A motion was made and passed unanimously to appoint Committee members Eaton and Ebmeier to oversee the preliminary surveys and to contact excavator Eric Wolf to discuss possible installation of culverts to improve drainage.   This preliminary evaluation will be done in order to determine a ballpark cost for maintaining the dirt road.
