Sign In and Call to Order
 
Everyone signed in and the records were collected. All addresses and contact information has been updated to what was reflected on the sign-in sheets.
 
Stephen Bochinski called the meeting to order and discussed the large agenda at hand.
 
Election of Committee
 
Seats up for election were Stephen Bochinski and Beverly Romans. Both were voted back into the committee. Stephen remains committee Chairman and Beverly is a committee member.

Triple M Consulting (Susan McLaughlin) will be working on billing for Rancho Heights as well as general books and the website. If you have any billing questions or updated contact information, please contact her.
 
Road Report
 
Repairs: Discussed possible repairs that will need to be worked on. These include repairs that are needed currently and possible future repairs that come with a rainy winter.
 
Weed Abatement: Weed abatement was performed and for thousands less than in previous years. Instead of outsourcing this, it was contracted "in house" which was about $2,000 instead of the previous $8,000. Weed abatement was done on both sides of paved roads four feet back and by hand.
 
Signage: We added Trash Patrol and Speed Bump signage to the road
 
Road Extension: Road will be extended as money is available as per the 1997 paving plan.
 
Future Fund Building: An assessment increase was discussed to get a small stockpile of money to be able to handle road emergencies that may come up as well as continuation of paving.
 
Road Assessments
 
The Road Committee decided a $50 increase per benefit unit for the 2003 assessment would be a start for an "emergency fund" as well as paving and repairs. As a group, however, the property owners decided a $100 increase would be more beneficial. Due to overwhelming majority, the annual assessment was increased to $200 per benefit unit. This will be reviewed each year.
 
The fee was raised to $200 as allowed by the assessment amendment approved in 2000. The range of $100-$200 was approved in that amendment, and after two years of the assessments being $100 per benefit unit, it was stepped up to $200. For further reference, please refer to the amendment.
 
Old Business
 
Gate Vote Pass
 
Gate Assessment: The Gate non-reoccurring assessment will be set at $200 per parcel.
 
Past Due Assessments: Assessments that have not been paid will be subject to a $10 late fee and 10% annually. If by the second billing the remaining balance has not been paid, further action will take place up to and including a small claims court filing.
 
New Business
 
Triple M Consulting: Hired a new bookkeeper to bring billing to the next level as well as to work on the website
 
Community Day: There was general excitement at the possible institution of a community day. It would be once per quarter to work on anything that needs work.
 
Volunteers Needed: Volunteers are needed to assist with clearing for the gate. Please contact Stephen Bochinski if you are interested in helping out.

Web Site for general information: You will be able to get general Rancho Heights information as well as be able to contact the committee.
 
Raise Annual assessments: Annual assessments to be increased to $200 per Benefit Unit in 2003.
